- Recently, not with the big brake time, there were summer and then winter Asian games. How do you evaluate results of it for Kazakhstan?
- In whole the results of games in Doha (Katar) answer our expectations. Kazakh sportsmen took 23 gold medals from the planed 25 ones. Asiada showed that there are some perspectives young people in our republic, in such types of sport like: weight-lifting, boxing, catch-stile and Graeco-Roman stile, track-racing, swimming, who can worthy presents our country on the Olympiad in Beijing. Till the Olympic Games remain not too much time-half of year, so now there is an objective to create requirements for training Kazakh sportsmen to it, furnish proper control for how it is going.
The same valuation we can give to the Kazakh command in winter Asian games. At once, we should say about the problems in development of winter types of games in that regions of country, where no suitable climatic conditions for there growth. Consider that the next White Asiad will take a part in Almaty, we should seriously work in this direction.
- Realization of winter Asian Games in Almaty in 2011 year will need big financial equity investments in building of sport objects, in development transport infrastructure and so on. After taking this consider some Kazakh publication wrote that so great charge is not defensibly and never be paid, that after the Asian Games these expensive sport objectives will be vacant. Sounded such words as “Milliards on the wind”, “Fug to the eyes”. How can you comment it?
- Emphatically not agreed with such opinion. If follow to such logic, then it is better not to lead anything, strip our national of opportunity to be participial to the great sport forums, and stay like the country that can’t organize it in the eyes of the whole world.
I think that every real citizen of Kazakhstan wants that our Republic will be known and respected in the whole planet, that it is has the reputation of the country which can be trust, with whom advantageous to have a deal. And leading of such amplitudinous sport competitions will work for prestige of Kazakhstan, for increasing of the status of it, like the competitive country. Also it is very important for the propaganda of the sport between our national, especially young people.
Almaty is situated next to the Snow Mountains of Zailiy Alatau, great potential of which were recognized in Soviet years for the leading of training and competitions. It was nonrandomness that the best glacial stadium “Medeo” was built here in USSR, where have been made a lot of world records in skating, also there were skiing springboard in “Mountain giant”, and ski mountaineering complex “Shymbulak”. In recessionary years they began to decline, but now we can see considerable economical raise in our country, that allows us not only reconstruct that places but also create new ones, that will answer to the modern requirements.
Creation of the modern infrastructure of tourism and sport was modified in General plan of Almaty as a part of long-term program of the development of the city. It is planning to construct the new objectives for the living and sport training, such as on the health-resorts in Alps and in Japan. And leading of winter Asian Games with the following long-term using of these objectives and for the development of winter types of sports and winter rest of Almaty people also tourists, visitants are harmony entered to this conception. During the designing of new sport constructions will be taken into account ecological features of Almaty. It will become the new center of winter types of sport. It will be the place of leading of the competition of the world level and trainings for the sportsmen of the whole Asian region and countries of CIS.
We should mention here that the practice shows that after leading of Olympic and Asian Games the number of tourists increases in 30 %, who wants to spend there rest in the places where such arrangements took a part.
- Effort to slate Almaty for leading winter Olympic Games in 2014 year was failed. Will be the request given for the 2018 year?
- For getting the real chance to lead winter Olympiads in Almaty, it should be made some conditions. Of course, the main is to lead Asian Games in 2011 year on the high organize level, and Kazakhstan will do everything for this. Also we should remember that the countries of the same continent aren’t usually trusted of leading two Olympiads together, and here a lot of things depends from who will win jus for accepting Olympic Games in 2014 year. As known there are Asian represantativ-rok Pyonchang (two another aspirants are Russian Sochi and Australian Salzburg) who continues the tussle. And if the members of MOK will do there choice to there advantage (and so opportunity can be because the previous games were in North America and Europe). Then the hostess of the White Olympiads in 2018 will not be Asian country. So we’ll see. Nevertheless, from the side of the Akimat and national Olympic committee necessary work is already doing and if everything will be okay then the requirement will be given.
Not everything decides money, but without them it can’t be victory.
- Sport of the highest efforts needs big money. How changed it’s financing for the last years? Can we compare the level of financing of Kazakh sport with the situation in the developer countries?
- Of course, sport of the high efforts needs considerable spending. Thanks to the attention of the president of country, republic support, it’s financing permanent growth. For example in this year comparing with the 2006 year it is increased in 42, 5%. Parliament of the Republic took a decision to increase contemporaneous payments to the winners and awardees of the feature Olympiads and also to their trainers. Valuation of the gold medal now is 250 000 $ USA. Such sums are never paid in the other countries of the late USSR. And also we don’t relinquish to the head sport countries. We make contract with the sportsmen, who pretend to gain of the Olympic Games, and with their trainers. Big finances directed to the opening special centers of the Olympic training in boxing, track-racing, different types of combats, high athletic, also boarding-schools for the sport-gifted children.
- Specialists say that one of the biggest problems of Kazakh sport is the shortage of experienced trainers, who can works in modern manner, inclusive of the last attainment of sport science. Do you agree with such opinion? What do we need for deciding of this problem?
- Yes, we have such problem. A lot of leading Kazakh trainers are in almost pensionable age, and attraction of young specialists, who can change them, is stertorously because of the low wages. More then 30 % trainer-teaching contents baby-young school don’t have special education. Of course, the Ministry takes some steps to change this situation. As I have already said we involved of making a contract with our best trainers, and raised the wage to 170 trainers of the national collection and now they get almost the same salary, that their colleagues from Russia. Also to the work with Kazakh sportsmen invited foreign famous specialists, and this began to give some results.
For today it isn’t decided the question about the payment to the trainers of the sport schools. They got in 2-2, 5 times less then teachers of gymnastics in general education schools. Now we view the opportunity of raising their salary in a way of increasing for the quality of work.
- There very unsuccessfully our wrestlers of Graeco-Roman stile took a part in international competitions last year. Our boxers took less medals then it was expected in the Asian Games. With these types of sport connected our main Olympic hopes. What do think the reason of it? And which deductions will be made from this?
- Of course the results of the wrestlers of the Graeco-Roman stile disappointed not only us sport leaders. But also all Kazakh people unindiffered to the sport. By the way Graeco-Roman stile and boxing in Kazakhstan have big, reach traditions; we have a lot of eminent athletes-champions of the world and Olympic Games. Dissection showed that absence of the necessary control for the teaching-training process. Trainers of the collection commands are carried away of the taking a part in the international tournaments in that time when they had to pore in the main competition of the year, and time that they spent to the trips should inscribe to the increasing functional opportunity of sportsmen. Now the preparing of our commands to the tournaments, where will be enacted the license for the trip to the Beijing-2008 and to the Olympiads is under my control.
- World sport connected to the scandals because of the taken of the doping. How about this problem in Kazakhstan? Do we have untydopping service? Do we have a guarantee that during the next international thornier Kazakh sportsmen will not be in the centre of the doping scandal?
- Really. Doping began a big problem of the modern sport of the high effort. We can’t be far from this problem. There is the Republic untydoping laboratory in Kazakhstan, who makes arrangements in the prophylaxis of the people going in for sports who use band substances and also they exercise doping control during republic competitive and international turners that take a part in our country. Analyses are takes from the sportsmen during teaching-trainer collections in the places of their living, trainings and relax. Last year The Republic untydoping laboratory has got the certification conformance to international standard, which gives it the wrights to do examination around the whole Centre Asian region. The Ministry takes implacable position in the question of using doping; all members of the national collections take doping-test during the year. I hope that we will avoid the doping scandals where will act Kazakh sportsmen.
Sport fans on “hungry “.
- Our sport fans justly complain that native television shows too little sport. For example, no one of the Kazakh channels also national ones didn’t give reports not from the winter, or summer Asian Games. Can the Ministry that you head to influence on this situation? Don’t you think that we have to make special sport channel as it is in another countries?
- Yes, XV summer Asian Games in Katar and VI winter Asian Games in China unfortunately weren’t showed on the Kazakh channels. But there are some reasons of it here. Wrights of the live translation should be taken up from the organizers of games. Only “Khabar” agency has special international license, who is the member of the Asian television association, whose headquarters is in Kualo-Lumpure (Malaysia). Of course for been the participator of such solid organization. “Khabar” paid not a little sum I think. Not every channel can let it themselves. But in the last moment before the beginning the games in Katar, the sponsors of “Khabar” had to cancel from the financing of the translation of games. Most probably they were confused by the continuing of the competition, it was 15 days. During the market system everybody can account money. Nevertheless from the side of the Ministry of sport and tourism were accredited and sent to Katar 11 Kazakh journals , which gave the information from the places of the competition and after coming back home they prepared the video report and record film, that later where showed on the television, analytic articles, that are publishing till today. The feature Olympic Games we will make life translate, I promise you. I will do everything in my power for it.
In winter Asian Games in Changchung also worked about 20 Kazakh journals who also gave us fresh news. By the way, considering that the next White Asiada will be in Almaty we have to experience in organization of work of the showing such big competition. We should create media-center, to think questions,, connecting to the accreditation and positioning of foreign journalists, who has to have good conditions for work, get maximum full information and without problems to give the materials to the to their publish and TV companies. Because about the level of the competition sport fans go by video reports, reports and journalist’s articles.
The Ministry brought in the consideration of the president of the country the question of the making special sport channel in Kazakhstan and now it been studying by correspond national administration. We will hope that it will found positive decision.
- What do you think about the sport journalism?
- Of course, our media-space gives in to the Russian one. As I know big gas and oil companies support sport and sport news. Three-four sport channels, a lot of magazines-is the result of work of Russian Maecenas.
Today in Kazakhstan there are some mass media specialized on this theme. It is the Republic magazine “Sport and KZ”, whom soon will be 50 years (it is publishing from the 1 January 1959 year and now it is our single departmental publish), private magazine and journal (Pro Sport Kazakhstan) , football weekly “Goal”, separate regional magazines and journals. Besides this there are some articles in the magazines, blocs of sport news and sometimes appearing sport programs on TV set. That is all. Of course, it is not enough. Unfortunately Maecenas don’t support our Kazakh sport press too much. We should work in this direction, actively attract public organization. I think, we had need in creation of Federation of sport journalists of Kazakhstan- it could be make easier the work with the propaganda of the sport in our country.
- Before we paid more attention to the lessons of gymnastics and all children had the norm of GTO. Today a lot of children don’t go to these lessons at all, now they grow weak. Of course it is eparchy of the ministry of Education, nevertheless how the ministry that you are ahead can influence on this situation? How can we do sports popular?
- It is very important aspect of our work. The problems that you have mentioned are real, so we have done everything to improve activity of children, young people. They should do sport minimum 6-12 hours in a week. That is why in our days it is impose the third hour of gymnastics in general schools (in a week), some new sport sections are opens. Lessons during four hours in a week are in first-professional education now and also on the first and second courses in the high schools. For the last years republic sport competitions of summer and winter types of sports for schoolchildren were renewed, mass football tournaments, hockey, skating between courtly clubs, schools.
There is already ten years the system of the presidential tests in Kazakhstan. It is some exercises that check the common level of the physical preparation. It is also the index of quality of teaching in educational institution. Tests were done for different aged groups. Also for 5, 9, 11 classes, for young people of 18-23 years, people, who are older then 23 years. Passing of the presidential tests is the imperative for all educational institutions. It is like continuing of the traditions, which were put by the complex of GTO, but with the calculation of the requests and Kazakh specific.
Of course, it is a lot of things depend from the Republic. But it can just create the conditions and the requiment of doing gymnastics, sports should be teached in families, by the showing the examples of parents, on their skills to convince of. We should culture the mode on the doing sports, which not only makes us healthy but also does people disciplined, independent, responsible.
Tourism will grow...
- It was charched to your Ministry to grow tourist branch… Can we talk about positive results or tendency for that period, which you worked as a ministry?
- As you know, The Ministry of tourism and sport were made one year ago, on the march of 2006 year, and of the main problem of it began the creation of the competitive position of tourist industryfor the securing stability growth of the income of the Republic and being busy of people in service sphere, thanks to the enter and inner tourism.
Last year in April in Almaty it was the 45 th sitting of the World commission tourist organization for Europe, in which took a part representatives of the national tourist administrations from the 42 countries of the world. Before such forum wasn’t. The Ministry and Akimat made the project of the conception in creation tourism centers on the left bank of Kapshagai reservoir and in Shuchins-Borovskoi resort zone. We studied the world experience in the organization of such centers, like in Thailand, Turkey, Italy, USA, and Egypt. For making the packet of the investment projects in tourism was done the information base in the regional cut. From the first suggested 86 projects were chosen 20, the most perspective, that we sent to the Fond of Development “Kazyna”. The Ministry made the Republic program of the development of tourism for 2007-2001 years, which was affirmed by the president of the country on the 29 of December 2006 year. Parliament confirmed the plan of the activity for the realization. One of the most important problems for us is making Kazakhstan like the center of the tourism in Center Asian region.
f compare the indexes of tourist industry for 2006 year, then we can see the positive dynamic. So enter tourism sized till 19,1 % (the quantity of foreign tourists reached 5200000 people), departure for – 29,8, inner- 8,2 %. The income increased till 14,6 % in tourism in Republic and now it is 35000000000 tenge. The quantity of the hotels and other places for living people increased.
- And still, how do you think why not too much foreign people come to us? How to increase the pull of Kazakhstan for them?
- Center Asia and Kazakhstan are still incognito from the view of international tourist directions. It is because of the remotion of our country from more development countries of world, where is a lot of potential tourists, with the high level of the prices for the tourist project, which the quality is not so good. Nevertheless in Europe and Asia the interesting to Kazakhstan is increasing, that let us think that the arrival of foreigners will increase.
We are going to realize the strategy of advancement of Kazakhstan as the new and beauty tourist project. So the most perspective cities are Almaty and Almaty region, Astana and Akmola region, tourism development on the Silk Way. So we plan organize international tourist train “Pearl of Silk way” on the way Almaty-Turkestan-Tashkent-Samarkand-Buhara-Urgench-Mary-Ashhabad- Almaty in 2007-2008 year. We will build the hotels and caravan-saraiy, and will be tourist visa in Center Asia region. It is ready the project of the development of the beachfront and cruise tourism in Caspian See. We are going to develop th space toutizm in Baikonyr town, inside of the project “Kazakhstan is the first space heaven of the planet”
- There was an article on the one Russian site not too much time ago, the author wrote “After the appearing the famous film of Sasha Barona Koena in West SMI it was the big information company about Kazakhstan, that the country went to the 10 most perspective tourist directions of 2007 year. Maybe is it better for us to think up some adverticment steps to ask the bigger interest to Kazakhstan?
- First of all I want to notice that you should see with homour on this film. Every showman has the wright for thinking up and I think that theme is opened for Kazakh producing. We pay a big attention to connection with International tourist organization and with foreign tourist administration of the countries, who is her members.
Kazakhstan has some advantage which is in the universal culture, reach and different naeture, growth the busyness activity, that gives us the opportunity to develop culture-…, ecologyc, business tourism, doing activity types of sports, such as sport and travel tourizm.
It was the first information tour around Kasakhstan for the representatives of 12 head europinian servises of mass information from Great Britain, Germany, Spain, Niderlands, Greece and other countries Italy with the support of the World tourist organization in 2006 year the idea of which was of our Ministry. From the results of it it was published about 70 articles about Kazakhstan in foreighn publish , it was the translation of the videofilm in internet. And the publishing is still leading. In the same manner we did our adverticment informational material about Kazakhstan in international magazine Time Europe (Great Britain) and on the leading world channels (CCN, BBC, Euronews) was organized demonstration of the videofilm about the tourist opportunity of Kazakhstan.
Also we are going to see the question aboutopening the tourist representatives with govermants Of Republic of Kazakhstan in countries which generate the basic tourist mass; they are German, France, Japon, South Koria and USA.
For the result I want to say that sport and tourizm are such spheares in wich we can see the level competetivness of this or that country. This fact makes us to have a big responsibility.
