In Kazakhstan, on Sunday night, changes were made in long-distance/international telephone codes.

In particular, the initial digit “3” has been changed for “7”.
For instance, Astana long-distance/international code shall now be (+7 or 8)-717-2 (instead of 317-2) under six-digit numbering for telephone connection in this city, and Almaty - 727 (former 327) under seven-digit numbering respectively.

The order of dialing has also been changed within the geographic areas when connecting one district with another, namely 8-2-авХХХХХ for 8-АВС-авХХХХХ. For example, in order to redial from Kaskelen to Kapshagai (both towns are in Almaty district, Almaty region), a subscriber currently is to dial 8-2-72ХХХХХ, and after migrating to the new dialing plan, he (she) will have to dial 8-727-72ХХХХХ, where 727 is international code for Almaty.

After migration to new long-distance codes, the former order of dialing will also be active for two months.

On the eve of this event, KazakhTelecom announced that replacement of “3” for “7” in Kazakhstan’s long distance codes will result in simplifying the routing from other global numbering zones and in normalizing the numbering resources. In addition, the numbering resource is increased assigned to Kazakhstan for exclusive usage – up to 200 codes.

To prevent loss of traffic, KazakhTelecom has planned the respective campaign on public notice to citizens and operators of local, long distance, international, and mobile communications about code replacement. In particular, allocation of information is planned in service centers, post offices, on service pay slips; sending out the info to subscribers’ mailboxes; arranging special auto-informers in Call-center.

Currently, Kazakhstan and Russia are in the “seventh” area of global numbering. In Kazakhstan, 18 АВС «3ХХ» codes are enabled in order to designate the geographically defined areas for numbering: 14 long-distance АВС codes for regional centers, 2 codes for Astana and Almaty with suburbs, 2 codes – Zhezkazgan and Semey. In Russia there are 23 respective codes.

To normalize the “seventh” area numbering resource usage, Agency of the Republic of Kazakhstan for Informatization & Communication (AIC) and Russian Federation’s Ministry for IT and Communication on June 17, 2006 signed the agreement where numbering resource was distributed between the two countries. According to that document, Kazakhstan was assigned the codes beginning with «7» and «6», and Russia - with «3», «4», «5», «9».

Kazakhstan and Russia, in overall numbering area, jointly possess one ninth of global resource.
